A RAR file is an archive: one container can hold many files and folders, often in compressed form. To use the contents, you normally inspect the archive and extract the files you need.
“Online” does not have to mean “upload the archive to a server.” A browser tool can load its code from the web, then inspect and extract the archive locally on your device.

RAR4 and RAR5 are two generations of the RAR archive format. They can share the same .rar extension, but their internal signatures and structures are different.
